Description

std::string::String should :

  • correctly accept byte stream with or without UTF BOM,
  • when converts to &str or [u8], should be with or without UTF BOM by caller.

p.s. I am not native English speaker, so may what I describe may differ from my original meaning.

Research direction

No files, tests, or entry points are named. First clarify the intended UTF BOM behavior for byte-stream input and for conversion to &str or [u8], including caller-controlled options. Done means the proposal has precise semantics and an agreed Rust API design.
