Description

This patch adds support for the PPC64 target and is quite small. Maybe those things should be moved out of the compiler and into dynamically loaded libraries. This would allow people to use targets that are not currently supported by the compiler.

Research direction

Start by reading the linked Rust PR 30776 patch for PPC64 target support and the surrounding RFC discussion. Assess whether compiler targets can be moved into dynamically loaded libraries and define the scope and completion criteria for supporting targets outside the compiler.
