Description
It would be great to be able to create detached remotes with git2-rs, to allow for doing the equivalent of a git ls-remote when outside of a git repository. It looks like this is supported in libgit2 via git_remote_create_detached.

Research direction
Start by reading the existing remote-creation API and the libgit2 entry point git_remote_create_detached. Trace how git2-rs exposes remotes and determine what is needed to create one without a repository. Done means callers can perform the equivalent of git ls-remote from outside a Git repository.
