Description
The grammar production for labels in §6.15.5 (fls_uusi0zej55is) is
LabelIndication ::=
' NonKeywordIdentifier
This should allow raw identifiers too, like the production for Lifetime (which
was updated in #536) does.

Research direction
Read §6.15.5 and the LabelIndication production, then compare it with the Lifetime production updated in #536. Update the label grammar so raw identifiers are allowed, and verify that the resulting specification matches the intended identifier rules.
