Description
- Clone the repo.
- Change to the root directory
- run
cargo build -p testsuite
BAM. Failure to build. We should probably fix that.
Just so y'all know, it builds fine if you switch into the testsuite directory.

Research direction
Reproduce the failure from the repository root with cargo build -p testsuite, then compare it with the successful build run inside the testsuite directory. Inspect the root and testsuite Cargo configuration to identify the difference; done means the root command builds successfully while the existing directory-local build remains working.
