Description

As @jberthold pointed out in the #613, Ty information would be better attached to Locals than the current approach of attaching Ty information to values that get passed around by the rules. The current approach has run into problems when values are Moved we lose the Ty. This is also inline with @ehildenb suggestion to remove Tys from the rules so that they only run on values.
