[feature request] add shim support for Windows platform

Description
On Windows, bat file is generated, thus cause Ctrl-C produce the following behavior:
Terminate batch job (Y/N)?
Which is very inconvenient.
Scoop Installer already have a solution for this, it's called "shim".
There is also a C version for it.
