Description
Describe the problem as clearly as you can
It would be great to have the option to show the CHANGELOG of a bundle.
Post steps to reproduce the problem
Probably most of us call bundle outdated --strict on a regular basis to find what got changed.
Then go to their repo and check for CHANGELOG* file and skim to see what was added since the installed version.
This could be automated within bundle, perhaps in a command like bundle outdated --report

Research direction
Start with the existing bundle outdated --strict command and investigate how a proposed --report option could locate and present a bundle's CHANGELOG* file. Define the expected behavior for showing changes since the installed version, including what should happen when no changelog is available.
