Description
I just wanted to propose this in case it hadn't been proposed before.
In my 10 or 11 years of using Ruby, I've never seen someone use rdoc or ri locally on their machine. I'm sure there are some people out there using it but I would bet a large majority never do. If I'm correct (and maybe I'm not) isn't the speedier install times and avoiding generation of unused files a more sensible default and couldn't we reverse things to make it so you have to put --document in your .gemrc when you need that?
