Description

$ gem install bundler works fine (on my machine).
bundle install fails: yaml.h not found.

This is on my Windows machine, but also happens on my Ubuntu machine.

rdoc version is 6.6.2.

Research direction

The report names the Developer Quick Start and the commands gem install bundler and bundle install, but no source file or test. Begin by reproducing the missing yaml.h failure on Windows and Ubuntu, then inspect the quick-start setup guidance and verify the documented steps complete successfully on both platforms.
