Description
I created GH releases by gh release create --generate-notes vX.Y.Z like https://github.com/ruby/logger/releases under the Ruby organization. But I didn't create csv, rexml and others that are your maintained libraries.
Can I create them? It's helpful for library users.

Research direction
Start with the gh release create --generate-notes vX.Y.Z command in the issue and inspect the linked ruby/logger releases for the referenced release pattern. Check the csv repository's current release process; the issue is complete only when maintainers decide whether and how generated GitHub releases should be created for csv and other libraries.
