Description
(A feature request inspired by #829)
I can set requireness as an option:
params do
# All of this code is legal
requires :name
param :name # optional by default
param :name, requires: true
param :name, requires: -> { true }
param :name, requires: -> { some_condition_using_request_and_env }
end

Research direction
Use the params do DSL examples as the starting point and review issue #829 for context. Done means requires accepts a boolean or a callable whose result can depend on the request and environment, while preserving the existing optional forms.
