Add a template for Journal of Experimental Biology

Start with the linked Journal of Experimental Biology template, manuscript guidelines, and figure guidelines, then inspect the repository's existing journal templates for the expected structure. Done means the JEB template is added consistently with those templates and reflects the journal's provided requirements.
