Description
The function repos_create doesn't create a directory for R version 3.6. A couple of options:
- Update rVersions in the binContribDirs function.
- Add rVersions as an option to repos_create, so 3.6 can be specified.

Research direction
Inspect repos_create and the binContribDirs function to see how supported R versions determine the repository directory structure. Compare the two proposed approaches and verify that R 3.6 receives the expected directory after the change; the issue mentions no specific test, so check the existing repository-creation checks if available.
