Packrat not loading with project

Description
Whenever I open my project packrat is not recognized in the packages pane console windows. In the Project Options window I have selected "Use packrat with the project" and "Automatically Snapshot Local Changes" choices. So, the consequence is that every time I run the project I must remember to run the packrat::on() command. That's fine with me however the project is deployed across various geographic sites among different levels of users, therefore it would be much easier if packrat loaded as expected, automatically.
