devtools::check() does not work with packrat

Description
I reported already a problem with devtools::check() here. devtools::check() works perfectly when packrat is not installed.
With a newer version of RStudio Version 1.1.456 on Mac OSX version 10.13.6 (17G65) I do not get hundreds of warning after using devtools::check() but the program stops after * checking for file ‘/Users/petzi/Documents/Meine-Repos/bib2academic/DESCRIPTION’ ... OK. When I abort it I get the message Exited with status 15..
