File Missing - No Packrat Repository

Description
Hi All,
when using packrat it might happen that packrat can not get the library from the repository, e. g. foreign which contains source and binary code, may be due to Firewall restrictions. If only one file can not be downloaded the repository is delete with all other files in it. This also means that if even one file for the project can not be downloaded the whole repository is not written.
Wouldn't it be better to have all files with one file missing instead of having no repository at all?
Could you think about changing packrat's behaviour in this regard?
