Do not modify gitignore

Description
packrat modifies my gitignore, regardless of what I do. By this I mean, Even if I turn off the options of:
vcs.ignore.lib: FALSE
vcs.ignore.src: FALSE
packrat still modifies my gitignore by removing newlines separating sections therein. I'd prefer it not touch the gitignore at all, I'll handle this myself. Is there a way to stop packrat from modifying the gitignore?
