Description
packrat::init() does, among other things, identify and download the sources used in a project. I think these two steps are valuable also outside of init and I would love to be able to do this step separately, i.e. without running the whole init procedure.

Research direction
Start by tracing packrat::init() and the part that identifies and downloads project sources. Determine how that step can be exposed independently without running the full initialization procedure. Done means callers can perform source identification and downloading separately from init; the issue mentions no specific tests or files to run.
