Description

Another bug happens when I call packrat::snapshot():

packrat::set_opts(local.repos = "D:/PACKRAT_REPO/src/contrib")
packrat::snapshot()
Error in findLocalRepoForPkg(pkg, repos, fatal = fatal) :
No package 'blotter' found in local repositories specified

The thing is that the source blotter_0.9.1666.tar.gz lies exactly in the specified folder!

Research direction

Reproduce the issue with packrat::set_opts(local.repos = "D:/PACKRAT_REPO/src/contrib") followed by packrat::snapshot(), using the reported blotter_0.9.1666.tar.gz source archive. Start at findLocalRepoForPkg and trace how local repositories are searched; done means snapshot() recognizes the package in the specified folder without the reported error.
