Description

This issue is a placeholder to investigate the fillability story around navset_bar(). In #476 we brought up renaming the fillable argument in page_navbar() to fillable_panel, but another option might be to add a fillable argument to nav_panel() for more local fillability decisions.

At the same time, let's consider renaming page_navbar()'s fillable to fillable_panel.
