Error: File import when using bs_theme in shiny app package (spada package)

Describe the problem
I'm using bs_theme in my package (spada).
I create an internal object (not exported) for theming the app and call him in page_navbar(theme = spada_theme). The object is createad as:
spada_theme <- bs_theme(version = 5, ........ ).
When the package ara installed from CRAN (binaries) it is raised an error when calling the function that calls the shiny app:
An error has occurred!
Error: File to import not found or unreadable: D:\RCompile\CRANpkg\lib\4.5\bslib\lib\bs5\scss_functions.scss. on line 1:1 of stdin >> @import "D:\RCompile\CRANpkg\lib\4.5\bslib\lib\bs5\scss\_functions. ^
If the package is installed from tar.gz with install.packages('spada', type = 'source') the error is not raised.

As looking inside the package can be time wasting i tried to replicate the structure of the package here:

I could reproduce the same issue generating a binarie:

If the original folder of bslib does not exist the error is raised:
I do not know if this is a real issue or i should do some thing diferent using bs_theme inside my package.

Reproduce the failure using the pkg.bs.theme example: install its generated Windows binary, load it, and run run_app(). Start at spada_theme, bs_theme(version = 5), and the generated Sass imports referencing _functions.scss; compare binary and source installation behavior. Done means a binary-installed package can run without an unreadable bslib Sass file error.
