Research direction

The issue names no files, tests, or entry points. First clarify where the application makes server requests, which configuration surface should expose the speed and transfer limits, and whether the time window is monthly or configurable. Done should include agreed behavior for both limits and tests covering them.

Written by the indexing model from the issue text.

Description

There should be a configurable rate limiter in the application so that one can set both the maximum allowed speed allowed to a server as well as the maximum amount of transferred data within a certain time frame. Perhaps on a monthly basis?
