Description
If the scratch buffer is too small, then we disable context-switching the target context. This can lead to deadlocks. It's probably best to abort for now.

Research direction
Start by tracing handling for a may-block syscall with an outparam buffer larger than the scratch buffer. Confirm how disabling context-switching can deadlock the target context, then verify that the condition aborts safely as proposed. The issue names no files or tests, so locating the relevant syscall and scratch-buffer code is part of the work.
