Feature Description

ci.yaml runs tests, but nothing stops coverage sliding on the two binaries users actually run.
Both #926 and #912 are bugs in paths a test could have covered.

Proposed Solution
  • Measure coverage for cmd/abctl and cmd/authbridge-proxy separately from authlib
  • Report coverage on PRs
  • Ratchet: a PR may not lower coverage on these packages
  • Establish the baseline before enforcing
Additional Context

Part of the Cortex v0.9.0 release, stretch scope. Improves the release process; does not gate v0.9.0.
