Description
This is a bug. We should be throwing an error because test() is not available inside the test2 function body.

Research direction
Reproduce the nested test2/function case described in the issue body, then trace the TypeScript compiler's scope-resolution and diagnostic handling for local functions. Done means the invalid call to test() inside test2 produces the expected diagnostic without breaking valid nested-function cases.
