Description
I know there are some workarounds (creating a dummy bsconfig with diagnosticFilters) but generally I think the compiler should always ignore node_modules - possibly only for a root of a project.

Research direction
The issue names no files, tests, or entry points. Start by locating the compiler's project file discovery and diagnostic filtering logic, then determine how root and nested node_modules are handled; done should mean the intended root node_modules directories are ignored without relying on a dummy bsconfig.
