Description

is it possible to get a strict compiler flag that requires imports for source present files?

This would ensure squigglies appear for non imported classes and namespaces and that code actions therefore work.

I also prefer having explicit imports for other reasons, too, like future refactoring.

Research direction

No file, test, or entry point is named. Start by locating the compiler's import resolution, diagnostic generation, and code-action handling, then determine how a strict flag should affect source-present classes and namespaces. Done means the flag is supported and non-imported symbols produce squigglies with working code actions.
