Description

Currently we define a list of list of template params, but should provide a way for each overload to have a unique name in case they're ambiguous.

Research direction

The issue provides no file, test, or entry point to start from. First trace how the current list of template-parameter lists represents overloaded function templates, then determine how callers would supply unique per-overload names; done means ambiguous overloads can be assigned distinct names without breaking existing wrapping behavior.
