Audit constructors in .pyi for implicit numpy dependencies

I think for really complicated things where we would expect a user has to already be using numpy, those are fine to keep. But numpy adds memory pressure on a rio 1 especially, and sometimes numpy installation is really obnoxious, so I don't want it to be a default dependency if we can avoid it.
