Description
Specifically, defines is a List[str] and expects the macros in the form NAME VALUE. Probably should have them be a List[Union[str, Tuple[str, str]]] instead?

Research direction
Start by locating the preprocessor API and the code that consumes its defines list. Compare the current NAME VALUE string form with the proposed string-or-tuple form, then clarify compatibility and validation expectations. Done means the revised API behavior and its supported input forms are defined and tested.
