python-wheels: perform new scan of dependency lists

The wheel_builder repository had several milestones which defined the packages we targeted for build and deployment. These lists have been migrated here to GitHub with updates to indicate:

1. those which now have riscv64 support upstream (marked done)
2. those which have PRs submitted, but no response from maintainers (marked waiting for maintainer)
3. those which have PRs merged, but no release with riscv64 support (marked waiting for release).

However, there are likely many changes to the dependency lists for our targets since those original milestones were created.

We should review the dependency lists for the following targets, and consider automating dependency checks as well:

1. pytorch
2. SGLang
3. vllm
4. haystack
5. Top 30 PyPI binary packages which aren't covered in 1-4

If there are new targets which we should also consider, those should be indicated here too.

Start by reviewing the migrated dependency lists for pytorch, SGLang, vllm, and haystack, then compare them with their upstream repositories and the top uncovered binary packages on PyPI. Determine whether the lists need updates and define what dependency-check automation should cover. Done means the target lists are refreshed and any additional targets or automation plan are recorded here.
