Description

Per discussion in the UDB SIG, we need a section (chapter?) of the Writer's Guide that describes how to correctly perform attribution to a RISC-V specification.

This is a legitimate use case under the CC-4.0 license. The intent with guidance is to help get it done in the proper way.

Reference information can be found here.

Once we have this drafted, then we should consider if we want this as part of our document "front matter", e.g. docs-spec-template information.
