Description

From https://github.com/rigetti/qcs-sdk-rust/pull/235#discussion_r1086998614

There are multiple places where timeouts are relevant, but target different backends:

Calls to the QCS API should have a default timeout, probably living on qcs::qpu::client::Qcs. This should be overridable per each individual API call.

Research direction

Start in crates/lib/src/qpu/client.rs at qcs::qpu::client::Qcs, then compare the linked discussions for the QCS API and quilc compiler calls. Define the scope for API-call timeouts, including a default on Qcs and per-call overrides; the work is done when the relevant QCS API calls support both behaviors.
