Description

This will break (or just give incorrect results, if the device is large enough) when the number of the qubits in the program and the number of qubits on the device do not start with the same number.

Research direction

Start at pyquil/api/_quantum_computer.py around line 235 and trace how run_and_measure compiles programs for a device. Reproduce the case where program qubit numbers and lattice qubit numbers start differently, then verify that compilation and measurement results remain correct for that mismatch.
