Research direction
Start by reading the linked implementation at lib/src/libquilc.lisp around chip_spec_from_isa_descriptor and identify the behavior that must be exposed by libquil-sys. Trace how the Rust wrapper represents Chip and ISA descriptors, then verify that the function handles the unported ISA case and returns the expected Chip.
