Description

The CONTRIBUTING.md file needs to state that contributions to repos in this organization should be from RPC staff, authors, and stream managers only. If someone would like to contribute an update while a document is in Final Review, they should contact the document's authors.

The CONTRIBUTING.md file can also be hosted from the https://github.com/rfc-editor-drafts/.github repo instead of being part of each individual document repo, as all repos in this organization are for documents that are being edited by the RPC.
