Description

Bug 描述
工具在所有 VPN 已关闭、系统代理已正确配置的情况下，仍错误检测到 “系统 VPN 已开启”，并弹出警告「检测到系统 VPN 已开启，建议关闭后使用代理功能！」。
功能异常：
无法访问任何网站页面，但能捕获到请求但是拿不到响应。

复现步骤
在 Windows 11 系统中，已经关闭所有vpn的情况下；
配置系统代理（如图中所示：192.168.31.83:9090）；
启动调试工具并开启流量捕获；
观察到底部出现 “系统 VPN 已开启” 的错误警告，同时功能异常。
环境信息
平台：Windows
操作系统：Windows 11
架构：x86-64
应用版本：当前版本3.0.39(192)(x86_64)
