目前的文件夹开关是全选开关

应当新增禁用/启用整个文件夹的功能按钮，将文件夹的启用/禁用功能与文件夹内容的选中（全选/全不选）功能完全分离，作为两个独立的控件实现

不破坏子项配置的情况下，快速地对整个文件夹的执行权限进行控制，切换此状态不会影响文件夹内任何子项当前的独立选中/非选中状态
