Description

Changing the initPcuInfo method to use DecimalFormatter as follows fixed the issue for me:
DecimalFormat format = new DecimalFormat("#.00", DecimalFormatSymbols.getInstance(Locale.US));

Research direction

Start by locating the initPcuInfo method and inspect how CPU values are formatted for the CPU tab. Reproduce the issue with a locale that uses commas for decimal separators, then verify that the tab displays values correctly with locale-independent formatting. Done means CPU values appear on affected locales without changing the user's locale.
