Description
Found in the 0.28.0 pre-release review (2026-09-08). Line references are as of main after #926.
`products/breg/quickstart/` (about 1,600 lines of launcher and configuration) duplicates what `bregctl dev` does from a project directory, and the site tutorials `review-registry-changes.mdx`, `send-registry-events-to-a-webhook.mdx` and `query-a-spatial-registry-from-qgis.mdx` still clone the repository to use it.
Proposed: move any remaining capability the tutorials need into `bregctl dev` (see the companion ticket on webhook and PostGIS dev modes), rebase the tutorials on `bregctl init` and `bregctl dev`, then delete the quickstart directory and its CI job.
