Description
RS-DOC Section 3 reserves RS-TEST-* (conformance test suites) and RS-DEC-* (decision records) and both are empty; the style guide even defines a Decision doc type nothing uses. Either seed each family with a first document (e.g. an RS-DEC recording the draft-visibility decision from the sidebar ticket) or un-reserve them so the register stops advertising families that do not exist.
