Description
Is your enhancement related to a problem? Please describe.
SQLite-DB based OLM catalogs are now deprecated. The replacement, file-based catalogs are being adopted soon, and WTO should switch to using those.
Additional context
The DevWorkspace Operator supports file-based catalogs and can be used as a reference: https://github.com/devfile/devworkspace-operator/tree/main/olm-catalog

Research direction
Start with the linked file-based catalogs documentation and the DevWorkspace Operator reference at olm-catalog. Identify the Web Terminal Operator's current catalog entry points and compare them with that reference; the work is done when the next WTO catalog uses file-based catalogs instead of SQLite-DB storage.
