Description
Granted, this would have no effect unless the language is registered via another extension's contributes.xmlLanguageParticipants.
With that in mind, allowing users to do so without writing a new extension could be pretty handy. Perhaps an array of language IDs?

Research direction
Start by reviewing the issue's proposed per-language settings and VS Code's contributes.xmlLanguageParticipants behavior. Define how an array of language IDs should select overrides, then verify that settings affect only registered participants and that the behavior works without creating another extension.
