Description

When running a JVM and setting xml.server.preferBinary=true, I expect the XML LS to restart with in binary mode, or at the very least having a popup telling me to restart vscode, so the new settings can be applied.

Research direction

Start by tracing how the xml.server.preferBinary setting is read when the XML language server starts, then reproduce the behavior in VS Code with a JVM and the setting enabled. Done means changing the setting applies binary mode by restarting the XML LS, or clearly prompts the user to restart VS Code.
