Description

Instead of hiding "Deploy" for Serverless Functions when the user is not logged into a cluster, we should always show "Deploy".

This should be easy to implement, since we have the @clusterRequired decoration, which will prompt the user to log in if necessary.

Research direction

Search the Serverless Functions command and its Deploy visibility logic, then inspect how the @clusterRequired decoration is applied. Verify that Deploy is visible without a logged-in cluster and that selecting it prompts for cluster login when needed.
