Description

The formatter for java projects seems to ignore the property

Whatever value you set it always uses 2 as the indentation value.

Research direction

Start at the Java formatter entry point and reproduce the behavior with org.eclipse.jdt.core.formatter.continuation_indentation set to 1. Trace where that setting is read and where the indentation value becomes fixed at 2. Done means the configured property value is respected instead of always using 2.
