Research direction

Start by reproducing the error with Java extension 1.10.0 in VS Code 1.71.2 on the reported macOS arm64 environment, then inspect how the extension locates the resource bundle. Confirm that the bundle exists in the project and define done as the workspace opening without the resource-bundle error.
