Updating <project name> configuration loop; caused by Minecraft Forge gradle files

Minecraft Forge gradle files work in IntelliJ IDEA but not VSCode.

Environment

• Operating System: Windows 10
• JDK version: 1.8.0_131-1-redhat
• Visual Studio Code version: 1.12.2
• Java extension version: 0.5.0

Steps To Reproduce

1. Clone my minecraft mod Souls
2. Open folder with VSCode

As a result of this, the dependencies don't seem to be downloaded because my java files contain lots of missing references.

Reproduce the issue by opening the Souls Minecraft mod in VS Code on Windows with the listed JDK and extension versions. Start with the Java language server log around Gradle project import and configuration updates; done means the configuration loop stops, dependencies are downloaded, and Java references resolve.
