Description
As per, https://quarkus.io/guides/config-reference, there is a config source $PWD/config/application.properties that has an ordinal of 260.
See https://github.com/redhat-developer/quarkus-ls/blob/3dbed3e2c02cc4f02ed0f31178fd2ece13242d12/quarkus.jdt.ext/com.redhat.microprofile.jdt.quarkus/src/main/java/com/redhat/microprofile/jdt/internal/quarkus/providers/QuarkusConfigSourceProvider.java for where the config sources are currently registered.
It might be a bit tough to register this config source, since this doesn't reside in the resources folder of the project.

Research direction
Start in quarkus.jdt.ext/com.redhat.microprofile.jdt.quarkus/src/main/java/com/redhat/microprofile/jdt/internal/quarkus/providers/QuarkusConfigSourceProvider.java, where the existing config sources are registered. Trace how sources are located outside the resources folder and determine how $PWD/config/application.properties can be recognized. Done means this config source is registered with ordinal 260.
